Cook County criminal court records are maintained at the District Court in Grand Marais, the northernmost county in Minnesota. Cook County District Court

Cook County sits at the far northeastern tip of Minnesota, bordered by Canada to the north and Lake Superior to the east. The District Court in Grand Marais serves the entire county. Because of the county's remote location, many residents rely on the online MCRO system rather than traveling to the courthouse. That said, in-person visits are welcome and public access terminals are available on-site.

Entry is through the main door off the parking lot. The court administrator's office handles records requests, copy orders, and case information during regular office hours. Call ahead for complex requests or if you are not sure what documents you need.

The Minnesota Court Records Online system is the main tool for searching criminal case records in Cook County. It is free to use and requires no account or login. You can search by name or case number at publicaccess.courts.state.mn.us. The system shows charges, filing dates, case status, and scheduled hearings.

MCRO covers all 87 Minnesota counties. Cook County cases are included in the same database as the rest of the state. If a case was filed in Grand Marais, it will appear when you search by name or case number tied to Cook County.

Some records are not visible in MCRO. Juvenile cases, sealed records, and matters under expungement orders are restricted. If a case does not show up in a search, it may be confidential under state law rather than missing from the system.

Note: The court calendar is posted online at 7:00 AM each day and updated hourly. Cook County is remote, so checking the calendar before making the drive to Grand Marais is a good idea. Hearing times can change without much notice.

Requesting Copies of Court Records

Copies of criminal case records from Cook County can be obtained in person or by mail. Uncertified copies are free since July 1, 2023. Certified copies are $14 each. When you visit, bring the case number or the full name of the person whose record you need. Staff will pull the file and process your request.

Given the rural location of Cook County, many people find mail requests more practical than driving to Grand Marais. Plan extra time when using mail. Simple requests are often handled within a few business days once the letter arrives.

The Minnesota Bureau of Criminal Apprehension offers a public criminal history search at dps.mn.gov. The cost is $8 per search. Results show conviction records from across Minnesota for the past 15 years. This includes any Cook County convictions that were reported to the BCA.

BCA results differ from MCRO results. MCRO shows individual case filings in detail. BCA results are a summary of convictions only. Pending charges and dismissed cases do not appear in BCA results. Use both tools together for a more complete picture of someone's record.

Cook County Sheriff

The Cook County Sheriff's Office enforces the law across this large, sparsely populated county. Arrest records, incident reports, and jail records are separate from the court system. You can find the sheriff's office at co.cook.mn.us. Jail information is available at co.cook.mn.us/departments/jail.

Cook County covers a huge area with significant wilderness. The sheriff handles law enforcement across the Boundary Waters region and along the Lake Superior shoreline. An arrest by the sheriff does not automatically mean a court case was filed. Check MCRO to confirm whether charges were formally brought.

Self-Help and Legal Aid

If you need help understanding court procedures or filling out forms, the statewide Self-Help Center is available by phone at (651) 435-6535. Hours are Monday through Friday, 8:30 AM to 4:00 PM. This service is especially useful for Cook County residents who cannot easily travel to a courthouse in a larger city.

Expungement is one area where many people seek help. Minnesota law allows some criminal records to be sealed under Minn. Stat. Chapter 609A. The process involves filing a petition with the court. Full guidance is at mncourts.gov. Self-Help Center staff can walk you through the steps.

Record Privacy in Cook County

Minnesota's Government Data Practices Act, Minn. Stat. Chapter 13, controls what court records the public can see. Most criminal case records are public. Exceptions include juvenile records, victim contact information, and cases covered by an expungement order. When you search MCRO, only public data is displayed.

Cook County is small in population but large in area. Criminal filings here are fewer than in urban counties, but the same rules apply. All cases go through the 6th Judicial District and follow the same access and privacy standards as the rest of the state.
